As a self-employed person, do I need to register an EOOD, registered for VAT, in order to be able to work with clients/companies outside the EU (America and England mainly). I am registered as a SOL with Bulstat.

Hello,
Once you have a registration in the Bulstat register, you do not need to register a company (EOOD) to carry out the activity for which you have registered. Regarding VAT registration - if we are talking about providing services and your clients are legal entities, then you do not have an obligation to register for VAT. However, if your clients are individuals, upon reaching a turnover of 100 thousand BGN for the last 12 months, you will have to register for VAT.
Keep in mind that if you provide services to clients in the EU, VAT registration is mandatory. If you receive services from persons outside the EU, you are also subject to mandatory VAT registration. In both cases, registration must be done no later than 7 days before the provision/reception of the service.
